Engineering Resilience for Mission-Critical Environments.
We provide comprehensive MEP commissioning to ensure your data center operates with 100% uptime and peak efficiency from Day 1.

Phillips Construction Inspectors,inc.
Welcome to the central hub for Phillips Construction Inspectors,inc.. Our mission is to validate that all mechanical, electrical, and plumbing systems meet the owner's requirements and design intent.
About Us
Phillips Construction Inspectors,inc
Founded on the principle that uptime is not a hope but a result of disciplined engineering, Phillips Construction Inspectors was established to bridge the gap between complex MEP design and real-world operational performance.
We recognized that in the data center industry, the tolerance for error is zero, and a single point of failure can lead to millions in losses.
What We Do
We provide third-party, independent MEP commissioning (Cx) services tailored specifically for hyperscale, colocation, and enterprise data centers. Our team validates that every megawatt of power and every ton of cooling perform exactly as intended before your critical load moves in.
Our Mission
To deliver "five nines" (100%) reliability through a rigorous, multi-level commissioning process. We don't just check boxes; we simulate the stress of real-world failures—from utility loss to cooling transitions—to ensure your facility is truly resilient.
Our Mep Commission levels

0
Design & Planning
Development of the Owner’s Project Requirements (OPR) and Basis of Design (BOD). This phase includes peer reviews of engineering drawings to catch potential flaws before construction begins.
1
Factory Witness Testing
Conducting Factory Acceptance Tests (FAT) on major components like generators, UPS systems, and chillers to ensure they meet specifications.
2
Site Acceptance Inspection
Physically inspecting equipment upon arrival to check for shipping damage and ensuring it matches the approved submittals. It includes verifying cable terminations and pipe installations.

3
Pre-Functional Testing
Energizing individual components for the first time. This includes checking motor rotations, pressure testing pipes, and verifying that the manufacturer's startup checklists are complete.
4
Functional Performance Testing
Testing how systems (like HVAC or Electrical) operate as a complete unit. This involves verifying control sequences, automated transfer switch (ATS) functions, and individual system failovers.
5
The "Blackout Test" and full-facility resilience.
Simulating total utility power failures to ensure the entire facility reacts as a single resilient system. It verifies that the UPS carries the load until generators take over and that cooling systems restart automatically without dropping the IT load.
We provide end-to-end commissioning (Cx) for mission-critical infrastructure, ensuring your facility meets all Owner’s Project Requirements (OPR) and design specifications.
-
Electrical System Commissioning: Comprehensive validation of the power backbone.
-
UPS & Battery Systems: Testing for discharge capacity and seamless transition.
-
Emergency Power: Proving backup generator start-up times and ATS (Automatic Transfer Switch) functionality.
-
Power Distribution: Verification of PDUs, switchgear, and busway systems.
-
-
Mechanical & Cooling Commissioning: Ensuring thermal stability for your IT load.
-
Chiller & Cooling Towers: Performance testing under various load conditions.

-
-
Automation & Controls (BMS/EPMS): The "brain" of your data center.
-
Sequence Verification: Testing control logic to ensure automated responses to anomalies.
-
Monitoring Systems: Validating data accuracy across thousands of sensor points.
-
-
Integrated Systems Testing (IST): Often called the "Blackout Test," this Level 5 service simulates total utility failure to prove the facility operates as a single, resilient system.
-
Heat Load Testing: Utilizing load banks to simulate server heat, ensuring the cooling system can handle the design capacity before servers are installed.
-
Design Peer Review: Early-stage engagement to identify single points of failure in the MEP design.
-
Operational Readiness & Training: We provide O&M manuals and hands-on staff training to ensure your team can manage the facility from Day One.

Safety First
"In the mission-critical environment, technical precision and personal safety are inseparable. We believe that true operational excellence is not just measured by the uptime of a cooling plant or the reliability of a UPS, but by the disciplined safety culture that protects the people building and maintaining them. Our goal is to ensure that every system is energized with care, every test is conducted with rigor, and every team member returns home safely at the end of the day. Reliability begins with a safe start."
